12. Overview of Midwives and the Midwifery Initiative in India: Midwifery is defined as “skilled,
knowledgeable and compassionate care for childbearing women, newborn infants and families
across the continuum from pre-pregnancy, pregnancy, birth, postpartum and the early weeks
of life”. Increasing global evidence shows us that midwives provide better quality of care and
significantly reduce maternal and newborn morbidity and mortality.
The Government of India decided to establish a new cadre of midwives, and introduced the
Midwifery Services Guidelines in 2018. This programme envisions setting up National Midwifery
Training Institutes (NMTIs) and State Midwifery Training Institutes (SMTIs), with a cascade
model for capacity building across the country. Once these midwives complete their training,
they are expected to set up Midwifery Led Care Units (MLCUs), where women will have access
to the midwifery model of care. The aim of the government is to have approximately 90,000
midwives and 8000 MLCUs at high caseload facilities.
